Ottawa looks at rewriting rules on charitable giving - The Globe and Mail: The government’s lead minister for the changes said financing will come with more strings attached in an effort to ensure that organizations deliver promised social gains.

While the first steps will be small, the government’s ultimate goal is a shift in public expectations as to the role of government in assisting social causes.

We expected push back on the piece because the position we took is contrary to that taken by a lot of nonprofit leadership groups. Hurd outlines ways for funders to collaborate with government | Philanthropy UK: Minister for Civil Society Nick Hurd wrapped up the Association of Charitable Foundations’ (ACF) annual conference on Tuesday Oct 18th by outlining three ways government and private funders might collaborate in today’s "challenging environment".

Hurd suggested in a world where "anecdotes will no longer be funded’" and charities must show the measurable impact they are having in order to appease government commissioners and fulfil payment by results funding strategies, charitable trusts might collaborate to create impact measures that were coherent across sub-sectors and cost-effective even for smaller charities.

Baucus Announces Hearing to Seek Ways to Efficiently Stimulate Charitable Giving | Planned Giving Design Center: Senate Finance Committee Chairman Max Baucus (D-Mont.) will convene a hearing on Tuesday to consider how tax reform can efficiently stimulate charitable giving. The hearing, titled "Tax Reform Options: Incentives for Charitable Giving," will take place at 10:00 a.m. on Tuesday, October 18, in Room 215 of the Dirksen Senate Office Building. This hearing is the latest in a set of hearings being held this fall to examine various segments of the economy and tax code.

And according to law firm Bates Wells and Braithwaite, the proposal to limit availability of CIOs to new charities means the CIO will not initially be available for unincorporated charities wishing to convert.
