Large charities should be allowed to pay trustees without permission, says Hodgson: The issue is divisive, says Tory peer in his review of the Charities Act 2006, but charities above �1m income should not have to seek Charity Commission approval

Charities with incomes above �1m should be permitted to pay their trustees without getting permission from the Charity Commission, and all charities should be encouraged to reimburse trustees’ expenses, the Hodgson review says today.

It says payment is "a hugely divisive issue in the charity sector", with some saying it undermines the voluntary sector and others saying it would improve diversity and attract those with special skills.

The Guiding Principles for Collaboration between Government and Philanthropy was launched by Acting Premier Peter Ryan and the Office for the Community Sector with the Victorian Department of Planning and Community Development.

Court’s Health-Care Ruling Offers Little-Noticed Threat to Nonprofits - Leslie Lenkowsky - The Chronicle of Philanthropy- Connecting the nonprofit world with news, jobs, and ideas: The court’s logic in the health-care case makes it unmistakably clear that lawmakers have the authority to increase government control of tax-exempt groups. Of particular concern, the ruling opens the way to the adoption of measures such as limiting charity tax exemptions to groups that provide direct benefits to the poor and allowing tax deductions only for donors to those groups, proposals that have gained growing support in recent years among some members of Congress and other lawmakers.

The root of the potential problem for nonprofits lies in the way that Chief Justice Roberts crafted his majority opinion to uphold the health-care law.

State May Require Non-Profits to Disclose Exec Pay - Easton, PA Patch: A proposed amendment to the state fiscal code bill — a piece of the overall budget package that sets out tax and regulatory framework — would require the Department of Public Welfare to collect data from non-profits that deliver services as part of a variety of state programs.

The department would be instructed to track executive pay and the pay of top employees, along with association dues, lobbying expenses, administrative costs and the indirect or direct costs of providing services.
