Nonprofits hope sun won't set on volunteer law: "Nonprofit groups that use volunteers for projects such as watershed restoration would be able to continue using free labor under a bill that's scheduled to be heard in a Senate committee this week.

Four years ago, the state Department of Industrial Relations found itself forced to order nonprofit groups using volunteers for certain public works projects to pay prevailing wages to those workers or face hefty fines."
