'It is not bringing organized gambling to South Carolina,' Senate President Pro Tempore Glenn McConnell said. 'It isn't opening up casinos. It's allowing charities to do what they are already doing and to prevent selective enforcement of the law in South Carolina.'"

Nonprofits Fear Loss of Charitable Tax Deduction - NYTimes.com: "“The administration’s proposal went nowhere, but Pandora’s box was cracked open then,” said Diana Aviv, president of the Independent Sector, a trade group for nonprofits.

Charities warn that reducing or eliminating the deduction will cause irreparable damage to the nonprofit sector. They said the proposed changes came at a time of sustained and severe declines in donations because of the recession and cuts in government contracts for nonprofits. The charities also noted an increased demand for services."

The report documents PILOTs in 117 municipalities in 18 states. The researchers say that Boston's pilot program is among the nation's most 'revenue productive.'"

The government’s move means the former U.S. president’s charity, called the William J. Clinton Foundation, can now issue tax receipts to Canadian donors and receive grants from Canadian charities."

The legislation will be influenced by the Charities Policy which was also recently approved by the Cabinet."

OPINION: Nonprofits' raffles? There ought to be a brand new law | SCNOW: "What’s at stake here is far more than lifting the roley-poley ban (or more to the point, eliminating archaic language from the state codes). A critical part of any code re-write will be an attempt to lift an absurd burden from the backs of the state’s 40,000 or so nonprofit organizations. The same law that bans roley-poley et al also prohibits any sort of public gambling. This includes raffles, poker runs, March Madness office pools and possibly, depending how one takes a certain sentence in the statute, even playing Monopoly. Potential penalties include stiff fines (up to $10,000 for lottery ticket sellers) and even jail time. Enforcement is lax — State Law Enforcement Division agents and sheriff’s deputies occasionally issue warnings when raffles are brought to their attention — but this is madness all the same."
