Tsunami relief: You may have to register NEW DELHI, AUGUST 12: Collection of relief funds in times of calamity has always invited charges of misuse, some credible. To check their recurrence, the Law Commission of India has proposed to the Centre a new law for regulating and monitoring the collection and utilisation of funds by NGOs and private groups in the name of calamity relief or rehabilitation of war-affected soldiers."
