Disclosure rules keep donors, IRS in dark: "When donors give to a charity, they expect the group to put the money to good use. After all, charities have met the standards to be tax-exempt. To remain exempt, the charities report their finances to the IRS every year.
But the Internal Revenue Service doesn't necessarily know what charities are doing with that donated money. Their tax forms don't reveal the kinds of activities found in a yearlong investigation by The Arizona Republic."
