Crain's Cleveland Business: Budget consultant suggests Cleveland seek payments from nonprofits: "A financial consultant that is working with the city of Cleveland to address its budget challenges has suggested that hospitals and other local nonprofits, which do not pay taxes on property they own, make payments to the city in lieu of taxes.
The suggestion comes in a report delivered to the city that makes more than 175 recommendations to streamline city government."
