Voters in Greene and Macon counties approved local constitutional amendments in 2003 that authorized nonprofit organizations to operate bingo and electronic bingo games in those counties. Though not identical, each amendment gave broad powers to the sheriff to implement regulations and determine which nonprofits would be licensed. The amendments stated the nonprofits would operate bingo games, not lease them to a contractor."
